Gutu RDC Rollout: Electronic Billing Goes Live Amid Calls for Inclusive Access

Gutu – In a bold move to modernize public service delivery, the Gutu Rural District Council (RDC) has announced that monthly bills and balances for its ratepayers will be issued via electronic messages.

The public notice frames the change as part of the council’s broader vision to deliver quality services by 2030 and its mission to exercise good governance and sustainable socio-economic support for residents.

Under the new system, property owners, rate payers, the business community, and the general public will receive billing information through mobile messages.

 Those who do not yet receive electronic statements are urged to visit council offices to link their cell numbers to their accounts or call 0711444521 for assistance.

The move has drawn support from the Gutu United Residents and Rate Payers Association (GURRA), which welcomed electronic billing as a step toward efficiency, convenience, and modern service delivery.

 However, GURRA Director, Lloyd Mupfudze, cautioned that the success of the initiative will depend on how well practical concerns are addressed to ensure no ratepayer is left behind.

He highlighted that council should consider accessibility and Inclusivity

“Council should maintain alternative channels such as printed statements on request for residents with unreliable mobile networks or limited digital access, especially the elderly and those in remote areas,”

 He added that data accuracy and privacy it’s of importance

 “Ensuring that contact details are accurate and securely managed to prevent misdirected information and data breaches.

“The electronic system must be consistent and timely to avoid billing disputes and penalties,”

“Ongoing outreach is needed to explain how the system works and how to update contacts or resolve issues,” he said

Mupfudze said a transitional period with leniency on penalties would help ratepayers adjust smoothly.

“The digital shift is commendable, but its true value will be measured by how well these concerns are addressed,” he said.
