Sound Financial Management Paves Way for Mwenezi’s Thriving Future

MWENEZI — In an era where local governance faces mounting pressures, the Mwenezi Rural District Council is proving that a steadfast commitment to fiscal responsibility can transform a community. 

Behind this success story is a culture of strong teamwork among top management, where the developmental needs of the district consistently take center stage.

At the heart of this financial momentum is the executive finance officer, whose expert balancing of municipal books is driving impactful, on the ground development. 

By ensuring every dollar is accounted for and strategically allocated, the council is laying a solid foundation for sustainable growth.

 For villagers residents businesses and rate payers of Mwenezi, this dedication translates into tangible improvements—turning sound economic management into a brighter, more prosperous local future.

Richwell Sitera’s journey from a local student to a pillar of public administration is a testament to lifelong dedication and community service. 

Now 45, Sitera is serving as the Executive Officer in charge of finances for the Mwenezi Rural District Council.

Sitera’s academic roots run deep within Zimbabwe. 

After attending local schools, he earned his first Bachelor of Commerce Honours Degree in Accounting at Midlands State University in 2003. Never one to stop learning, he is currently pursuing a Master’s Degree in Professional Accounting at Great Zimbabwe University, complemented by a robust portfolio of public sector accounting qualifications.

Having been appointed to his executive role at the local authority in 2009, Sitera views his position not merely as a job, but as a profound personal calling.

“I grew up in this community and I actually aspire to work hard and alleviate the challenges that I saw many communities in this district facing,” 

“It is my personal obligation of bringing more effort towards programmes that ensure the community develops more. Certainly, I will enjoy the same after my retirement from council.” Sitera said.

However, Sitera’s daily responsibilities are far from a walk in the park. 

Each year, he faces the daunting task of seamlessly integrating the local authority’s annual budget, strategic plan, and annual plan into a cohesive roadmap. 

He plays a pivotal role in budget formulation all the way through to its formal approval by the parent ministry. While awaiting that green light, he ensures robust financial controls and accounting systems are firmly in place.

“This ensures systems are in place for revenue collection, that they are accounted for, and that all transactions are being done in accordance with public sector accounting standards,” he said.

His day-to-day operations also encompass aligning capital projects and managing cash flows. 

Balancing liquidity to meet obligations before they fall due—ranging from creditor payments to employee salaries—requires constant vigilance. 

Furthermore, maintaining stringent internal financial controls and risk management helps contain potential leakages from both within and outside the organization, supported by regular internal audits.

Despite these complex duties, Sitera’s office navigates significant hurdles, notably low revenue collection. With the district largely comprising resettlement areas, only about 15 percent of expected revenue is generated locally.

 Sitera points out that while service demands—such as building schools and health facilities—are soaring, resources remain heavily constrained.

Macroeconomic pressures, inflation, and currency exchange rates distortions further complicate operations. 

The local authority plans its budget in local currency, yet the district largely trades in South African rands.

Undeterred by these obstacles, Sitera is charging ahead. 

For the current fiscal year, he is spearheading an approved $8.5 million US dollar budget. The council aims to raise $4 million internally from local revenue, while external funding will bridge the gap by contributing an additional $4.5 million. 

Through determination , financial rigor, and a deep-seated love for the district, the finance department continues to remain resolute for a sustainable path forward for Mwenezi.
