Harare — The Children of Zimbabwe Liberation War Veterans Association (CZLWVA) has responded to circulating rumors about the Presidential Empowerment Fund, warning that much of the information being shared online is false and that several purveyors of the misinformation are not registered members or children of liberation war veterans.
In a resolution reached by the CZLWVA’s National Executive Council (NEC), the implementation modalities for the Presidential Empowerment Fund will begin only after all provinces have been properly and equitably allocated.
The clarity comes after discord among members who are accusing the association’s leadership of receiving the funds and diverted them to their own personal use without distributing the same to members country wide.

The NEC also said the process will be guided by the same principles and frameworks outlined in the Presidential Youth Empowerment Fund and other empowerment initiatives previously launched and disbursed by the Presidency.
To ensure all bona fide members are kept informed, inter-district meetings were convened to formally communicate the association’s position and the agreed implementation roadmap.
The CZLWVA emphasized that it operates as a distinct affiliate, working with a designated government ministry and a Secretariat within ZANU PF, and stresses that all relevant institutions and stakeholders will be involved in the logistical and administrative aspects of the fund to guarantee transparency, accountability, and proper governance.
The leadership of the CZLWVA said it is a duly elected and properly constituted body, and the association added that it does not conduct its affairs based on social media commentary or buckle under social media pressure.
“All matters related to the Presidential Empowerment Fund fall within the NEC’s collective authority, led by National Chairman Cde Phinias Macomb. Members seeking clarification are advised to engage their Provincial Chairpersons through official channels, who will brief them on the NEC resolutions.” said Lenin Samhembere, CZLWVA, and Secretary for Information, Public Relations, Community Awareness and Cyber Management.
CZLWVA, under Chairman Cde Phinias Makombe, affirm appreciation for the continued recognition, support, and empowerment from President E. D. Mnangagwa—the first time such recognition has been extended to Zimbabwe’s liberation war veterans’ children,” Sambare added.
The association also reinforced its support for the President’s Vision 2030.
