Bikita- The Bikita Rural District Council (BRDC)leadership of elected officials and management have renewed their vows of commitment towards the development of the district through working hard to enhance modern world-class service delivery for residents after they recently signed performance contracts pledging to work extra hard for the local authority.

The councillors and Heads of Departments signed their performance contracts before Chief Executive Officer, Engineer Arnold Mtuke, at a full council meeting attended by critical stakeholders on 8 April.
“The signing of performance contracts by Councillors and Heads of Departments, underlining our commitment to accountability, efficiency, and effectiveness in service delivery, is based on the premise that what gets measured gets done,” said BRDC in a statement.
CEO Mtuke said the signing of the contracts was a show of assurance by leaders and his management team that they will put extra effort to work hard and achieve the goals and objectives of their institution.
“Performance contracts will help define expectations from both councillors and staff and their role in meeting minimum service delivery standards, ” he said.
Mtuke said the process will also enable stakeholders, including residents, to hold leaders to account and assess their performances.
“It is also important to create accountability through assessing performance against set targets and will create a platform for monitoring, evaluation and learning during the course of the implementation period, and hence remedial action can be taken to ensure set targets are met.”
The performance contracts will also create an opportunity to reward outstanding performance, hence creating an environment that motivates both councillors and Staff,” Mtuke added.
Mtuke added that the vows are in line with the goals and targets set by the government as enshrined in Vision 2030 as the country celebrates 46 years of hard won independence.
Bikita Residents and Rate Payers Association, Coordinator, Bright Madhuyu, hailed the councillors and management for renewing their vows, saying this was a show of seriousness to serve the people of Bikita.
He said signing performance contracts by councillors and management helps local authorities improve service delivery in several ways, including clearing expectations, defining specific goals and targets.
“We are glad that this will give us residents, as critical stakeholders, an opportunity to get accountability by holding officials responsible for their performance and also ensure outcomes are aligned with community needs,” he said
BIRRA also said the process promotes motivation by BRDC leaders by encouraging a performance-driven culture while also promoting transparency and enabling tracking progress and reporting.
“In Bikita this can lead to better service delivery, increased public trust, and improved community development,” Madhuyu added.
