Bikita-Recently appointed substantive Bikita Rural District Council (BRDC) Chief Executive Officer(CEO), Engineer Arnold Tapiwa Mtuke, has highlighted an ambitious vision to transform the lives of people in his district through an enhanced infrastructural development and sustained world class service delivery provisions approach to mark his first days in office in the beginning of a new year 2026.
In alignment with the Government of Zimbabwe’s Minimum Service Delivery Standards and the NDS2 priority area of Regional Development and Inclusivity through Devolution and Decentralization, Mtuke said Bikita RDC has identified three strategic focus areas.

He said the first area will be infrastructure development and rehabilitation in which the authority is committed to investing in critical infrastructure through new construction projects, reconstruction of dilapidated facilities, and systematic maintenance of existing infrastructure.
“At Bikita Rural District Council, we recognize that sustainable national development is anchored in strong local governance, through deliberate investment in foundational infrastructure, strategic resource mobilization, and inclusive development practices, we are unlocking our district’s full potential and creating enduring value for every resident. Our commitment is to build a resilient, prosperous district that contributes meaningfully to Zimbabwe’s Vision 2030.” said Mtuke.
Mtuke has demonstrated exemplary leadership and technical expertise in local government administration. He served as District Engineer for Bikita Rural District Council from 2014, where he spearheaded critical infrastructure development initiatives.
In March 2024, he was appointed Acting Chief Executive Officer, a role in which he provided strategic direction until his recent substantive appointment as Chief Executive Officer late last year.
Mtuke said Bikita RDC has a clear strategic vision statement which resonates well with the local authority strategic development vision.
“The Bikita Rural District Council is committed to a transformative institutional vision aligned with Zimbabwe’s Vision 2030 and the National Development Strategy 2 (NDS2) to establish a council that delivers equitable, inclusive, and exemplary service delivery by 2030.” said Mtuke.
This vision anchors the local authority’s commitment to national development priorities and positions Bikita RDC as a model local authority in advancing sustainable development and improving quality of life for all residents.
He said this will be achieved through optimal utilization of internal resources and strategic public-private partnerships that leverage both local and external expertise.
Mtuke also said resource mobilization for inclusive economic development is vital and core to the transformation of Bikita.
“Our district is endowed with significant natural resources that present strategic opportunities for economic transformation. We are focused on harnessing these resources to stimulate inclusive economic growth, create sustainable employment opportunities, and enhance the district’s Gross Domestic Product contribution” added Mtuke.
Bikita RDC also aims to enhance service delivery through improved governance.
The local authority leaders says he is dedicated to strengthening institutional governance frameworks through enhanced stakeholder engagement, transparent operations and robust accountability mechanisms.
This approach ensures that their services meet the evolving needs of communities while maintaining the highest standards of public administration.
The decorated youthful Engineer is a holder of a Bachelor of Engineering in Civil and Water Engineering, Master of Science in Project Management and is a registered professional engineer with the Engineering Council of Zimbabwe (ECZ) who is a member of the Zimbabwe Institution of Engineers (ZIE).
